A refused row is one the parser looked at and would not write: a figure it could not reconcile with the document's own headings, or a period it could not date. Refusing is the parser working. Until now the count was the only thing published about them.

05 · What a receipt proves
It says nothing about whether the right column was lifted out of it — that is what the parser's own refusals are for, and they are listed as refused rows above rather than quietly skipped. Two different claims, and running them together would be the kind of overreach this whole archive exists to avoid.
The BAI reports alone are 103 MB and they belong to BAI; what is published is the hash, which is what makes a substituted copy detectable without anybody having to mirror a government's PDFs.
06 · Every document
One PDF per week, downloaded whole and read with pdftotext. The report id in the URL is the publisher’s own, so a row and its document can never be matched by guesswork.
